SWaM (small business, women-owned business, minority-owned business) certification allows businesses to participate in the Commonwealth of Virginia’s procurement set aside program. More than 98% of all businesses in Virginia are eligible for certification as a SWaM, but only a small fraction of Virginia businesses have gone through the process of obtaining certification. It is in the best interest of your business to be one of the few, if you want to do business with the Commonwealth. SWaM certification is one of the most powerful marketing tools for doing business with the Commonwealth of Virginia.

SWaM certification can be a powerful weapon in your arsenal for a number of reasons:

• Most state agencies (including public colleges and universities) have an aspirational goal of spending 42% of their discretionary spending with SWaM certified firms

• Gov. Northam issued Executive Order 35, which placed greater importance on state agencies achieving that goal; state purchasing officers want to do business with you

• Many counties and municipalities have procurement guidelines that favor SWaM certified firms

• Large private sector companies use the SWaM database

• Increases your opportunity to do business as a sub-contractor
